Youth Volleyball Rules
The participation, safety and conduct standards that apply to TVL youth volleyball programs. Program-specific playing formats and coach instructions remain part of the applicable rules.

Youth players are expected to follow the rules, safety instructions and program format established for the TVL program in which they are registered.
Player Eligibility
Youth players must be properly registered and meet the age and other eligibility requirements published for the program in which they are participating.
Registration in one age group or program does not automatically make a player eligible for another.
Program-Specific Rules Apply
TVL youth programs may use different formats depending on age group, developmental purpose, facility, season and program type.
The published program description and any instructions provided for that specific program establish the format and rules players are expected to follow.
When a TVL youth program uses a modified format or specific TVL house rule, the published youth program rule takes precedence over the general volleyball playing standard.
Safe Participation
Players are expected to follow coach, official, TVL staff and facility instructions that are intended to keep the program organized and safe.
Deliberately unsafe or reckless conduct is not acceptable and may result in removal from the activity and further TVL review when necessary.

Youth volleyball is a place to learn, compete, improve and be part of a team.
Players are expected to treat teammates, opponents, coaches, officials, spectators, facility staff and TVL staff with respect.
- Abusive, threatening or intimidating behavior.
- Bullying, harassment or degrading treatment of another person.
- Hostile conduct toward teammates, opponents or staff.
- Behavior intended to disrupt the program or create an unsafe environment.
Rule Interpretation & Enforcement
TVL reserves the right to interpret and enforce youth program rules in a manner consistent with player safety, sportsmanship, facility requirements, developmental goals and the overall intent of the program.
Serious or repeated conduct issues may be referred to TVL management before a player is permitted to continue participating.
