Adult Volleyball Rules
Adult roster requirements, division standards, substitute options, gameplay, scheduling, reffing responsibilities, conduct and competitive-balance rules.

Adult players and team captains are responsible for understanding the rules that apply to their league. Registering for or participating in a TVL adult league constitutes acceptance of these rules and the general TVL Rules & Policies.
Division Placement
Teams and players are expected to register in the division that most accurately reflects how they actually play.
Division placement is not about finding the easiest path to wins. It is about creating competitive matches that are playable, safe and appropriate for the level of the court.
Recreational welcomes players of all experience levels. Stronger and more experienced players are welcome, but they are expected to respect the Recreational environment.
Experienced players should not intentionally overpower developing players, take over every rally, or deliberately change the pace of the match into something that no longer feels Recreational.
Play hard. Include your teammates. Read the level of the court. Let everyone actually play volleyball.
Lower Intermediate is for teams that understand organized volleyball and can serve, rotate, communicate and create controlled play with reasonable consistency.
The division expects greater ball control, court awareness and understanding of volleyball rules than Recreational.
Upper Intermediate is for experienced teams that run recognizable offensive and defensive systems and can maintain control as the speed and pressure of the match increase.
This division is intended for more experienced, system-based volleyball and is officiated according to the applicable TVL and USA Volleyball playing rules.
TVL may review team composition, prior results and actual play when determining whether a team is competing in an appropriate division.
Rosters & Player Registration
Every player participating as a regular member of an adult team must be properly registered and meet the eligibility requirements of that program.
Players who are part of the team from the beginning of the season must complete their individual TVL registration no later than the end of Week 2.
After Week 2, an established team player who has not completed the required registration and waiver is not eligible to continue participating until registration is complete.
Teams may add, replace or otherwise change rostered players only through the end of Week 4 of the season.
A player added during Weeks 3 or 4 must be fully registered before taking the court.
After the end of Week 4, team rosters are locked and no roster changes will be allowed.
TVL may consider a roster change after the Week 4 deadline only when TVL was made aware of a legitimate medical issue before the roster-lock deadline.
Any exception remains subject to TVL review and approval.
A LeagueApps roster invitation is not the only way TVL may determine that a player has been part of a team.
TVL may use registration records, staff knowledge, participation history, team communications and other league records to establish whether a player has been an existing member of the team.
A team may not avoid roster requirements by claiming that an established player was never part of the roster solely because that player did not use an emailed roster invitation. This does not waive the player's registration or waiver requirements.
Teams must meet the minimum and maximum roster requirements published for their specific league.
Free Agents
Players may register as individuals or as part of a partial group when a free-agent option is offered.
TVL will make reasonable efforts to honor placement requests, but placement depends on registration numbers, available roster space and division availability.
Registering as a free agent does not guarantee placement on a team.
Free agents are responsible for selecting the division that best reflects their actual volleyball ability.
TVL cannot guarantee that every independently registered player has evaluated their skill level accurately, and free-agent teams may contain players with different levels of experience or ability.
Pick-Up Players & Official Subs
TVL would rather see teams play than forfeit when a regular roster member has to miss a league night. Adult teams have two different options for limited roster help, and the two options are not the same.
A pick-up player is a temporary game-night player used when rostered players are unavailable.
A team using pick-up players must still have at least four players present who are registered to that team. Eligible Official Subs count as team-registered players for this purpose.
Pick-up players must be appropriate for the division and must satisfy any TVL participation or waiver requirements that apply before taking the court.
Teams may not use pick-up players as a way to significantly increase the team's competitive level for a particular match.
Pick-up players are regular-season only and are not eligible for playoffs.
An Official Sub is a registered, team-specific roster option for a team that needs limited backup during the season.
- An Official Sub may be registered to only one team.
- An Official Sub may participate in no more than five total games for that team.
- Playoff participation is included within the five-game limit.
- Official Subs must be entered by the TVL director.
- Players may not add themselves to a team as an Official Sub.
- Official Subs are subject to the same Week 4 roster-lock deadline unless TVL approves a medical exception under the roster policy.
Once playoffs begin, regular game-night pick-up players and other unregistered substitutes are not permitted.
Playoff participants must be regular registered roster members or properly registered Official Subs who remain within their five-game limit.
A team found using an ineligible player in a playoff match will forfeit the match and may be removed from the playoff bracket.
Game Play
TVL indoor play follows current USA Volleyball indoor rules as its general playing standard.
When a published TVL house rule differs from the general USA Volleyball standard, the published TVL rule takes precedence for TVL adult league play.
- Rally scoring is used.
- Sets are played to 25 points and must be won by two.
- Matches are best 2 out of 3 sets.
- A deciding third set is played to 15 points and must be won by two.
If time is running short, the referee or TVL staff may announce Golden Ball before the next serve.
The next rally becomes the final scheduled rally of the set. If one team leads after that rally, that team wins the set even if the normal point target or win-by-two requirement has not been reached.
If the score is tied after the Golden Ball rally, one additional sudden-death rally will be played. The winner of that rally wins the set.
- A team may use up to three contacts to return the ball.
- A block touch does not count as one of the three team contacts.
- TVL follows the current USA Volleyball domestic substitution standard of up to 15 substitutions per team, per set.
- A starting player who leaves and re-enters a set must return to the same position in the lineup. A substitute's entries must also remain in the same lineup position during that set.
- On a team's second contact, consecutive contacts by the same player during one action are permitted when the ball is next touched by a teammate.
- A ball that is caught, held or thrown remains an illegal contact.
- A double contact remains a fault on the team's third contact, or when a second-contact double is not followed by a teammate's touch.
- Serves must be made from behind the end line.
- The ball must cross the net within the legal crossing space between the antennae.
- The serve may not be blocked.
- A player may not reach across the net to attack a ball that remains on the opponent's side.
- Players may not interfere with an opponent's legal attempt to play the ball over or under the net.
- Under TVL house rules, players may not touch the net during play.
- Players must maintain proper rotational order.
Scheduling, Late Teams & Forfeits
The first 10 minutes of the scheduled match window serves as the grace period and warm-up period.
A team unable to field at least four players registered to that team by the end of the grace period may be assessed a forfeit. Eligible Official Subs count toward this minimum.
Additional warm-up time will not be added because a player arrives late. A late player may warm up safely off the court while play continues.
Players and captains are responsible for reviewing their playing night, league dates and game schedule.
Known scheduling concerns should be communicated to TVL at registration whenever possible.
Once schedules are released, requests involving a scheduled game should be submitted at least 72 hours in advance.
TVL will make reasonable efforts to help when possible, but schedule changes cannot be guaranteed.
Registration in another league, tournament, team or activity does not excuse a TVL forfeit.
Officials & Team Reffing
TVL adult leagues are self-reffing unless a specific program states otherwise.
Reffing assignments are part of the league commitment just like scheduled matches. Teams are responsible for reviewing the schedule ahead of time and knowing when they are assigned to officiate.
If a team needs to request a change involving a scheduled reffing assignment, the request should be submitted to TVL at least 72 hours in advance.
TVL will make reasonable efforts to assist when possible, but reffing-assignment changes cannot be guaranteed.
Each team should expect approximately 3–4 reffing assignments during the season, depending on the number of teams and the final schedule.
Teams are responsible for making sure enough members are available to properly cover the assignment.
Registration in another league, tournament, team or activity does not excuse a missed TVL reffing assignment.
- Stay engaged in the match and pay attention to play.
- Apply TVL and applicable USA Volleyball rules consistently to both teams.
- Make calls honestly and without favoring either side.
- Do not coach, distract or intentionally interfere with either team while officiating.
- Treat players and captains respectfully even when there is disagreement over a call.
Only the team captain may formally address the referee regarding a call or rule interpretation.
A captain may respectfully ask for clarification. Repeated arguing, intimidation, abusive language or turning a disagreement into a confrontation may be addressed under TVL's Sportsmanship & Conduct policy.
If a team misses two or more reffing assignments during the season, that team's highest-scoring regular-season win will be converted to a forfeit.
For this rule, highest-scoring win means the regular-season match in which the team recorded the greatest combined total number of points across all sets played in that match.
If two or more wins are tied for the highest total points scored, TVL may determine which tied win will be converted to a forfeit.
Alcohol & Impairment
TVL is built around community, structure, competition and the love of volleyball.
We are not here to micromanage your fun or tell adults what they can and cannot do before or after league play. We do, however, expect everyone who steps onto the court to be able to participate safely and respectfully.
If a player appears to league staff or officials to be inebriated or otherwise impaired to the point that it affects safe or appropriate participation, that player will be removed from play for the remainder of the league night.

Winning is part of competition. We want teams to compete hard, build chemistry and chase championships.
We also want our divisions to continue growing and remain competitive for the entire TVL community.
An adult team will be considered a Dynasty Team when it wins championships in three TVL seasons in which that team participates. The seasons do not have to be consecutive, and skipping one or more seasons does not reset or interrupt the team's championship history.
A team that wins Fall 2025, Winter 2026 and Fall 2026 has reached Dynasty status.
A team that wins Fall 2025, skips Winter 2026, then wins Fall 2026 and Winter 2027 has also reached Dynasty status.
After reaching Dynasty status, the team must choose one of the following:
- Sit out that division for the next two seasons offered, or
- Split the championship roster before returning to that division.
If the team chooses to split, no more than three players from the Dynasty roster may remain together on the same team.
Changing the team name, captain or registration name does not automatically create a new team or reset the Dynasty count.
TVL reserves the right to review roster history and team composition when determining whether a returning team is substantially the same team or whether the Dynasty Rule is being circumvented.
This includes situations where the same competitive core remains together while other roster positions are changed or replaced.
The Dynasty Rule is not a punishment for winning. It exists to create room for new competition and keep divisions from becoming the same championship race season after season.
